DIG of Police Frank Mba belongs firmly to the latter category.
Currently the DIG in charge of Training & Development at the NPF, his journey is not merely impressive, it is astronomical.

And yet, in a fascinating twist of hierarchy, the officer who once rose past many of his seniors has now, by the latest elevation at the very top, returned to being the junior once again.

Frank Mba joined the Nigeria Police Force in 1994 as a Cadet Inspector.
The newly promoted Acting IGP however, had joined two years earlier as a Cadet ASP, a rank higher at entry.
From inception, therefore, the current Acting IGP was senior to Frank Mba.

But what followed over the next three decades would alter timelines, compress expectations, & challenge traditional progression patterns within the Force.

Brilliance as the Engine.

At the Police Academy in Kano, he graduated as Best Cadet among his peers, a distinction that immediately set him apart.
An alumnus of the prestigious UniLag, where he studied Law & got his LLb, he was called to the Nigerian Bar in 2002. Not stopping there, he proceeded to the University of Dundee, earning a Master of Law (LL.M) degree with distinction.
Let it be stated unequivocally:
His rise was not accidental.

It was intellectual.
It was earned.
It was brilliance at work.

Today, as DIG in charge of Training & Development, 1 of the 8 principal departments manned by the 8 DIGs, he holds a portfolio that shapes the intellectual & professional DNA of future policing in Nigeria.

Few roles influence institutional future as directly as this.

The Recalibration
And now, history has turned a subtle corner.

The officer who rose faster than many of his contemporaries, who at a point became senior by rank to those who once preceded him, has now, by virtue of the latest elevation of the Acting IGP, returned to being junior in hierarchy.

It is not a demotion.
It is not a diminution.
It is the natural recalibration of institutional seniority.
And in that recalibration lies the beauty of service structure, where timelines, entry points, & statutory frameworks ultimately reassert balance.

Years, Age & Time Still on His Side

In 2026, Frank Mba turns 54 years old.
He has already spent 32 years in the Nigeria Police Force.
By statutory calculation, he still has at least 3 more years before retirement.
3 years at the strategic level of Deputy Inspector General.
3 years shaping doctrine.
3 years refining training architecture.
3 years influencing the ethical & operational culture of the Force.

For any institution, that is significant time.
